Choppy interlaced footage!

I'm doing a favor to a friend of mine. She needs me to add some music to a project. She does not want me to convert the footage to 24p. She shot the movie with a cheap interlaced camera. In the properties of the clip I'm reading that it says is supposed to be 30fps. I'm using one of the presets in Vegas with the 29.970i to export it. However, the footage is way to choppy in comparison to the original file. How do I go about keeping this as smooth as it was when rendering it? I'm so used to dealing with 24pa by now that I've taken this setting for granted. Thanks!

Work in an NTSC DV project.

What are you exporting FOR? Computer? DVD?

I'm tried that but to no avail. I tried deinterlacing, not deinterlacing, blending fields, interpolating and as I would preview (after dynamic ram, of course) I could see frames freezing. Even though the clip properties say 30 fps the frame rates should be edited at 29.970, right?
I'm exporting to WMV for computer.
Like I said, I almost always use 24pa and if 60i then I edit in 23.970 but I would like to be able to know how to keep something in it's original state if I need to.

Oh, the file that she gave me was WMV which is heavily compressed.

OK, that was a key missing component -- the file she gave you.

It's a heavily-compressed WMV to begin with, and you're compressing it back to WMV, your quality is pretty much doomed.

You might try rendering it to NTSC DV AVI first, and then compressing that to WMV, but I don't know that it'll get you any better quality.

I understand about the quality loss but shouldn't all the frames be there anyways?
