Choosing a film festival

How do you choose what film festivals you submit to? How do you tell which ones are going to give you a good audience and which just want your money?

I submitted a short-short to a few festivals a few months ago and while Withoutabox gave me plenty of options to search for, I had no idea what to look for. Eventually I just went with some that had a short-short category and the submission fee was reasonable.

The things I'm interested in are:
Context- It would be nice if my films were surrounded by others of similar perspective. Additionally, other films of quality would be nice, but those with serious cash behind them can blow my little film out of the water and that's never fun.
Padding the resume- It doesn't hurt if the festival is big enough to be able to brag about getting in on my resume.
Audience- I don't submit to film festivals so six guys who accidentally wandered in can see my film. I'd like a real audience.
Location- This one I can actually verify. I've only been to one festival that I had films in (not including screenings for 48 hour project) and I'd like to see audience reaction first hand more often.

So what do you look for in a film festival?

There is a user board within withoutabox and loads of searchable info on each fest with peoples experiences. Then there is Chris Gores book. Between the two you should be covered.
