Cheapest country to shoot

Hi all,
wondering what are the cheapest countries right now to shoot. Imagine you had a million dollars and the script does not require a specific location, what are currently the countries where you could get the most out of your money?
A few years ago Argentina was great for example, because rates were very low but it's a country with a solid industry of professionals and gear.

You're going to hate me for this but The United States, California. You could shoot in Carmel Highlands in a foreclosed 25 million dollar mansion over looking the ocean for the bizarre cloudy coastal murder scene; Las Padres National Forest for the 'Alien Vs. Terminator Vs. Freddie set in Colorado' effect; Death Valley or Barstow for desert scenes or to just get your crew some meth; Tahoe for the snowcapped mountains and the death of your protagonist by tree; Desert Center for the blistered world of an abandoned or nuked city or to replace a missing Oakland shot; San Juan Capistrano or Ojai for the spiritual pink sunsets, and get away with it in one week with a rented SUV, and some motel room bookings. That's a whole entire background of world for a completely horrible film with a logistical cost of about $2000. Then, you have $998,000 left to CGI it all bursting into flames when the aliens attack.
