Cheap Pan And Tilt Camera Mount

I am doing some reaserch and was wondering if any one knows of a powered pan and tilt camera mount for around $1200 US. I found one and was wondering what was available for around that price. It can hold up to a 10 pound camera. You can use it with any crane or suction mounts (to shot car sceen).
