Any body know how to set the setting to make my movie like charly chaplin, best way to make the movie fasforward.

Try this -- speed it up a little bit and then drop out random groups of 3-4 frames.

You can do it many different ways (like jeditdv said), but for simplicity's sake -- right-click on the clip, then go to Properties. You should see a selection for "playback rate." Speed it up to your liking.

cant you just press control and drag the right side of the clip to the left and that will automatically speed the video up. Please correct me if I'm wrong

Now i can change the speed with velocity envelope ,but the size get change too ,Any way to keep the original size?

"Size" of the clip is its duration. If you're changing the speed of the clip, you're changing its duration, so the "size" in the timeline is going to change.
