change to 24p timeline

Right click on the sequence, choose settings, then change it to 23.98 fps (it is probably set to 29.97 right now.)
 
In the Audio/Video settings there is a "Sequence preset" and Capture preset". Is the Sequence preset what to change for the entire project? I'm shooting mostly 24P with 60P for slow motion. I need to set the FCP project to a 24P timeline to see the slow motion and varable frame rate effects....right?

If you want to make the change globally, then yes, change it there. (Then each time you create a new sequence, it will have those settings. If you need it for just that one timeline, then right click and change it for just that timeline.

Yes, that is correct. (I assume that you are using the HVX- if that is the case, and you are shooting using the PN setting, then the camera is recording the 60P natively into 24p- so you will need a 24p timeline to play it back without having to render the clip.
