Change playback speed parameter

I need a program or tool that allows me to change the playback speed of a video (QT or avi).

For example, i have footage shot at 23.976 and 25p. But i want to edit both in a 25p timeline, and i don´t care if the footage shot at 23.976 is speeded up, all i care is avoiding having frame blending or jump cuts.

I could use the playback rate under properties of the clip, but that doesn´t give PERFECT results.
So what i´d like is a tool like Cinema Tools for FCP that allows you to change the fps parameter without re-rendering or anything.

Did you try a playback rate of 1.04 or 1.043? If you didn't try 1.043, see if it gets you closer to perfect.

Uhmmm, yessss but it´s not super perfect. Same as converting 23,976 to 24 or the other way around.

Forgive the obviously simple suggestion (I haven't tried it) but selecting "don't resample" after setting a clip to playback at faster speed doesn't help?
