Easy on the caps lock there fella. What menus precisely are you talking about? DVD Menus perhaps, restaurant menu, software menu? You need to be specific in your questions, we aren't mind readers, well at least not most of us.
If you are referring to altering an image to have a cartoon body with a head that is an actual photo of a person, then its just Photoshop. Couple of layers, gradient layer masks perhaps, a few touch up tools, and perhaps some color correction. Not all that difficult really. But you might want to pose that to the Photoshop forum for a more detailed response about achieving that look. Good luck.
