Most car hits are done at 12 to 14 mph, not 20. Not only does your stuntman have to know what he /she is doing, so does the driver. Nine times out of ten there is very little damage to the car and the windshield very seldom breaks. You can do this in several ways. You can shoot it in reverse, but it takes incredible timing on the actor/stuntmans part as well as the driver. He/she would have to roll off the hood and come to a perfect standing position while the front of the car dips because of braking. You could fake that by having an outside party use a fulcrum on the back of the car to lift and simulate impact.
I would probably hire a stuntman and do it for real at about 8 to 10 mph. Use a rental car with full insurance so you don't wreck your own car.
The best car hit I have ever seen was in a movie called "The Hidden" that a good friend of mine, Cole McKay did. We did one last year on Reno 911 that the guy went to the hospital on. Use professionals and try for one take.
