The simple answer is no.
The quite simple answer is:
Yes you might, with a hardware transcoder - but I don't think FCP would accept it for editing before you rendered it into another format.
When you dump a DV or HDV stream to any NLE, it's basically like copying from one disk to another. No transcoding happens in the process and the bits on your computer are the same as the ones on the tape.
That is: If ou don't have some kind of hardware between the tape and the NLE to realtime transcode the signal.
