Cant see video when capturing

I just built a new machine. Quadcore, 4gb mem, abit board, etc. After setting the in/out points it rewinds etc then it gives me this "playing on video hardware" screen in the capture window. Also the time code sputters. The video gets captured fine. Just wondering why I cant see it also when I scroll the video back and forth in capture window its not smooth at all.
Is it the video card cause the computer is using like 2% CPU and hardly any memory.
My video card is: Visiontek ATI Radeon HD 2600 XT 512 Mem

Is this a video card issue?

It's a Premiere issue. Preview during HDV capture is not allowed, for whatever reason. I would not use Premiere to capture HDV anyway. There's a bug that will cause your audio to unsync during long duration capture and there's no scene detect function.

Download HDVsplit (it's free) and use that instead. Preview ability and scene detect. Much better.
