I'm trying to figure out what effect is used for the color streaks at the begining with the car shot and all the light/color streaks and flares used throughout. Do you guys know what effect or plugin might be used? Thanks :)

You know I don't actually think those are effects generated by a plugin, as much as actual footage they shot and manipulated to get some psychedelic looking effect and then overlayed it on existing footage. At some points (2:21) it looks like nighttime footage of car headlights/cityscape which they added to the footage with an overlay mode.
