Thats just illogical, every company has problems of productivity vs quality, commercial pressures dictates that products and services are time bound.
But some products (eg software) can't simply be rushed or 'produced' faster, not everthing scales equally.
Best way to motivate is to have common goals and a sense of shared achievement, enforcement is soul draining and reduces productivity, people aren't like robots.
That's just so stereotypically Japanese business practice. Not trying to be cruel, it's the first thing that came to mind. As was said, it would make sense in unskilled labor and factor work, but when someone needs to concentrate and take their time like Canon workers should, it seems like you'd want them concentrating on the details and not going faster or wishing one could sit.
