Can you have different bitrate compression

for different scenes of the same video? For example if you had a video which started with a person talking in front of a camera with a still background (encode this with a lower bit rate as there are not many changing frames), then the video pans around to catch a skate competition (so you encode this at a higher bit rate to capture all the movement). So can you have 2 different bit rate encoding in the same 1 video? How would you do this? Thanks

Try using a Variable Bit Rate. It uses less or more bits depending on the amount of motion. I don't know if you can manually use different bit rates. I don't think so.

2-pass VBR does this for you automatically.

Only some real hard to use tools let you automate the bitrate calculation (for example to go real low during the credits of a film) Very manual based stuff like megui.

Yes I use different bit rates for separate mpeg2 files on the same DVD frequently. Usually 8000CBR kbps for the main title, and 4500 CBR for behind the scenes or extra things that aren't as critical.

i think he means in he same file,

if you use something like h.264, it recognize black very well, so anything like titles will take very little bitrate in vbr, as to something like mpeg2, with 2pass and high bitrate, you still might need a few compression markers in some key points to make i-frames and produce the best results.
