You can do it with a bezier mask and an animated blur.

Yeah, I was wondering about that too. Depends on the type of heat haze you want - if you need more of a gentle shimmer effect, you might get lucky with one of the Vegas distortion video fx with very low settings. Definitely worth trying a simple blur first though.

Here's a good tutorial on setting up a heatwave effect in After Effects. The tutorial is pretty old, but the effect still works today.
