Thanks Mike. I suspected so. I have two people online here so maybe it's a bandwidth limit thing. A few things I'll need to check out. Just made a small change but I doubt that fixed it.

//My ISP could be throttling the connection also. I'm only broadcasting at about 128k but they limit it to 24k during working hours for many sites so that could be it also.

Yeah I stopped for a second while I did a ping test ( http://speedtest.net/ )
But you should have been able to reach the page.

Results:
5.27 mega bits/s download which is 658kbytes so that's about right.
And 0.48 mb/s upload which is 60kbytes. Half of what I'm broadcasting at.
That really sucks so that accounts for the choppiness. Now I have to figure out why that is so low. ISP I suspect.

//edit: I chatted with Bell and this appears to be the standard. I questioned whether it was due to throttling at Justin.tv. They say it's the proper ratio and is standard.
I asked what my other options were for broadcasting to Justin.tv. They could not immediately answer but will have someone contact me.
