Can Premiere import from a dvd?

So I did the rename .vob to .mpg with a previous disk and it worked fine, but now I am trying a different disk and the video is stuttering pretty bad, though the audio is just fine, is there a way to correct this?

Check it out, it's an opensource (free) encoding program that handles VOB files and many others, it seems to work well and there's a monitored forum on the site for technical questions, though it can't pull directly from most Commercially Authored DVD's
