can I use my small capture deck for 24pa

I use a small panasonic handycam for capturing is it ok to capture 24pa with the deck

In general- sure any DV camera or deck that works with FCP can capture footage shot in 24pA.

None- it's DV=Digital. No differences...

There's no changing in the data that's written to the tape, and it's all digital, the signal is either there or it's not there. So no, you won't lose any quality.
