can i use fcp 5.0.4 to convert ntsc to pal

I'm trying to find the best and easiest way to convert 24p ntsc into 25p pal and also how would I watch it to check for quality control? I On simulator in dvdpro,? In the dvd player that comes with my imac?

I edit on fcp 5.0.4 that came with the final cut pro studio package.
