Can I improve on this compression?

One of my clients is the Foundation Center, who do programs for nonprofits on how to apply for grants, how to get ahold of foundations & build relationships with donors. To that end, I film their programs, edit them, then cut them up and compress them for the internet.

The videos I have done are up here now: http://www.foundationcentersf.org/video/

Right now I'm using Quicktime 7, H.264, exporting to 320x240, 15fps, bit rate restricted to 90kbps, optimized for downloading, audio is Qualcomm pure voice, Mono.

It's certainly not *bad* for the filesize, but I just wonder if I can get the file size smaller while keeping the quality up. Out of all the Foundation Center's offices doing video, they all agree that the video I'm doing LOOKS the best, but they're also the biggest downloads.

Does anyone have any recommendations? I've got all the files ready to re-compress if I can get better settings. Using Compressor right now. I thought about Flash video, but I think they'd prefer the videos to be downloadable, although they haven't pushed one way or the other.

Thanks you guys
