I work with final cut pro studio and i was wondering if there was any way to turn 15 fps material into 30 fps material and would it be any good or would it look bad.

This may be obvious and I know it could be an overwhelming task on anything other than a couple short clips, but have you tried duplicating each frame of those 15 fps clips and then playing them back at 30 fps?

Maybe someone out there knows of some type of conversion software which would do this for you (seach the net using keywords).

Regarding converting NTSC to PAL or vice versa check out: http://www.nattress.com/ for their Standards Converter v2.5 software.

The only thing that I can think of is a plugin called Twixtor - have used the demo to generate speed ramps and it works really well :)

Not cheap though :(

Well, I guess you could just extend the length of the clip by 50% or 15 frames, making it out to be 30.

First, this has been discussed here before so, some searching dvxuser will find some more results.

Second, Why?

Third, Yes.

Is the final output going to be 15fps? Is this 15fps from a broadcast camera or film camera? Or is it from a internet or flash based source. There is a difference. On a TV 15fps played at 29.97 will seem fast. On a computer is will play at 15 fps and most people in this dumbed down youtube world will not even notice.

Also you can use Final Cut to convert or change the sequence to 15 fps and export at 15 fps. Most video on web is already there.
