Camera Snap Effect

Hey all, I can't find any particular way to do this but I am looking to do an effect where the video stops and shows a still, with a white flash as though it was a camera shot. I am guessing it is pretty easy to do, but would like some help in doing this if possible!

Freeze the timeline at that particular moment by creating a stillframe, then create a White color bar and shorten it down to 1-2 frames and overlay it on top of the video/still transition point.

Add the "dip to white" effect between the clip and the still and shorten its duration.
