Burning footage to DVD for tests HELP!!

I'm editing a 30 min. short and have 2/3 of the movie put together (minus CC and other things) and wanted to test burning it on a dvd.

It was shot on an HVX with a lens adapter, I'm not 100% of the settings they used, after importing a P2 card I checked the clip settings it said DVCPRO HD 720p60, Vid Rate was 23.98 fps and I've been editing it on a 23.98 fps timeline.

On the television the footage looks choppy and shitty, I'm assuming because I need it to be 29.97 but how do I do that now? Am I stuck?

Well how did you compress the mpgs for the DVD?
That's probably where you problem is.

I've taken 23.98 files into compressor before without any issues.

I just sent to compressor, used DVD 90 minutes best quality 16:9
In the inspector it said 23.98 but when I burn using Toast i noticed it switched the .m2v clip to 29.97.

before anyone yells at me I don't have dvd studio pro otherwise I would try using that.
