Buy this book. It's written by one of the most knowledgeable guys on the John Sayers Forum.

I own and swear by it. Sound proofing is NOT intuitive and in many cases, your situation will be made worse by not completely understanding what your dealing with. This book lays out the facts about sound containment.

Treating your room for acoustic sound is a whole different monster. This book deals with that as well.

The book also covers live and dead load capability of building materials. Safety first!

A Quick TIP

Do not attempt to build a floating floor:

This is the number one way to make your problems worse. If you do it wrong, you will essentially be building a drum to amplify unwanted noise.

The most efficient way to soundproof a room is to have it build that way. But, you can achieve something very close if the room is already built. That article is fairly thorough. If nothing else, to help kill the resonance in the room, you can get some Auralex wall padding, which you can get for about $25 at your local Guitar Center for a 2' x 4' piece.
