Budgeting/Pitching to a network

I'm pitching a travel related show to a network and they are asking for an estimated budget. (This is an automated process and they don't accept phone calls, that's why I can't ask them these questions directly.)

I've been doing video production a long time and it seems that everything I've done up to now has been a greatly reduced rate, a trade, or some combination. I'm just lost I guess as to what a "pro rate" would be for the idea I'm pitching.

It's a basic one camera, one host, travel oriented show like you've seen a million of, but of course with a twist. However, the costs would be similar, but I don't know where to find out info. Any place you can refer me to where I can do some research as to how much these shows cost to produce?

Essentially, when pitching something like this, do I include EVERYTHING? That is to say: equipment rental, crew costs, talent costs, air fare, hotel, car rental, daily expenses, incidentals, editing, etc.?

I'm a producer that does every video job at some point from idea to shooting to editing to co-ordinating. When I pitch to a network, as a producer, I am assuming that I'm not just pitching the "idea". Since they are asking for an estimated budget, I assume that they want to know how much it would cost for me to hand them a finished project with no help from them. Is this correct?

Thanks for any insight you have.
