broadcast standards

So I have been asked to edit together a short 30 sec spot for the upcoming Ellensburg film festival. Evidently the local cable distributer is concerned about the spot being broadcast leagal. The do accept mini DV, the spot was edited super 8mm footage, on a 24p timeline in vegas. it is exactly 29.97 seconds long. What else do I need to make sure of. What kind of headers/ footers do I need? 1khz tone? This is for NTSC standard video, if someone could please give me a few pointers it would be greatly appreciated.

Your safest bet is to simply contact your local cable station, as they know what they require.
Any answers here can't be as specific to your location, or the requirements of your broadcaster.

thanks pookie, I will do just that. The problem is, I contacted them already, and spoke to some idiot who didn't know what I was talking about, but said that someone would call me back and let me know. That was this morning, and I have to have this thing in tonight. I guess I'll just have to see what I can do.

after you talk to them, i'd say throw some bars and a slate on the head also to help the encoders. and depending on how they insert you may want to go with 00:29:20, sometimes they will lose the last few frames.

thanks you guys for the suggestions. I applied all the broadcast safe parameters that I know of, and kept the time down to 29:20 like sink said, but still no call back. I guess I'm just going to send it off. I put a 15sec leader on it, with timecode up until 3 seconds before the start, and then a 10 sec footer. I kept the audio an average of -6db, and I just have to hope that they understand what I have done. I am going to include a written list of what I did, so hopefully it won't be too bad. Thanks you guys for your help.
