broadcast output, start at 00:59:00:00 ....can't with drop frame timecode

I can either start my video at 00:58:59:00 or 00:59:00:02 because i'm using drop frame time code in premiere cs5...the broadcaster lists 00:59:00:00, is that going to be an issue, and what should I start it at?
