I got a question: I filmed this video and the guy is wearing a bright orange shirt, and guess what?? yes, blocks all over his orange shirt.

I understand you can use chroma blur, but i cannot seem to find the chroma blur on FCP. Do you know where it is or if there is an equivalent to Chroma Blur. I'm using FCP 5.1

Try color/chroma smoothing 4:1:1 if your source is DV. 4:2:2 for 'professional' formats like dbeta, uncompressed 422, etc.
 
You could also try selectively reducing the saturation while using the vectorscope.
