bogen/manfrotto quick release assembly

if anyone has this assembly can you tell me if it has a 3/8 bolt hole on the bottom?
i've come across an old o'conner head but the release plate is only a 3/8" bolt and i'm trying to find a way to get my hvx on it. thanks.
