So i recently got this tripod and head (today). It has a mid-level spreader. The way it is connected it is loose. Is it supposed to be this way? Is it just supposed to keep the legs from spreading out too far?

Yup. I have this one as well. You can tighten the spreader, but it is not supposed to be rigid.
