Blurring out faces/brandnames for Indie Documentary question

I am making an EPK/Documentary for an indie band and they want to release it with their cd as a special edition,

Since its going to dvd, do the tv rules apply since its not going to be broadcast? like blurring out names on buildings, and brand names?

I also wanted to ask if you videotape someone agreeing to be filmed on camera, is it as good as them signing a release form?
