Blurring licence plates in After Effects.......

We filmed cars and the owners don't want people to see their licence plates. How do I blur them in After Effects 5.5? I know how to motion track and set up a null object track, but beyong that I don't know how to placea slight blur of light effect only on the licence plate. Heeeelp!!! rogar-Shock(DBG):

I've never understood why people are paranoid about people seeing their plates. It is something that is viewable by the public every day. Hell there is nothing stopping someone from looking at your VIN and doing a reverse search on your car to get the owner name/address.

Sorry just a rant on a conversation I've been having with co-workers lately.

have 2 layers of the video. track the top layer, then make a mask around the plate and put a filter on the top layer.
