Blur issues

I'm shooting 24pHDV on a sony HVR-V1U, and editing in an HDV 24p timeline in premiere CS3. When I preview clips from the library the play fine, but when they're on the timeline any motion causes excess blur. This is even when I freeze on an individual frame. It looks fine when I view the clips off the timeline and I never shot slower than 1/48 so I know my footage is okay, but could anyone please help me figure out what is causing this and how to fix it?
 
Also, when I tried editing in a 30p timeline movement looked sort of squiggly, if that makes any sense. I can post screen shots if it'd help. Any insight is much appreciated.
 
I'm rendering a 720 24p MPEG1 to check it out at the moment, I'll post screenshots once that's finished.

What are recommended export settings? For some reason adobe media encoder won't let me render larger than standard definition with MPEG2 or h.264
 
Well, for one thing, 24p will always look bad on a 30p timeline.

What do the clip properties say about the frame rate?

I checked the properties and apparently the frame rate is 29.97, although I was shooting in the camera's "24p" mode.
Other clip properties:
1440x1080
average data rate: 3.1MB/s
pixel aspect ratio: 1.333

Given this, what would the best project settings be? If there's any way I wouldn't have to lose what I've already edited in starting a new project that'd be great as I already have a few hours into it, but starting over wouldn't be the end of the word.

Update: just tried it in a 60i project and the problem is gone. Now, is there any way to move the work I've already done over to a new project, or do I have to start over?
 
That "blur" is pretty much run-of-the-mill frame interpolation ghosting, and you'll see it especially when 24p is converted to 30p, and vice-versa. It's also what you see when you use a "blend fields" deinterlace method, which is what Premiere uses.

Apparently the footage doesn't have pulldown flags embedded in it, so automatic pulldown removal won't happen.

What you can do is select the clip(s), right-click, and go to Interpret Footage . . .

Then, try checking "remove DV pulldown."

If it works, it should look fine in a 24p project. If the only mismatch between the footage and the project settings is the frame rate, the red bar should disappear, too.
 
I think I'm just going to keep going with the 60i project. When I brought in clips with the 24p project they all needed to be rendered, which isn't the case with the 60i one (which has the occasional doubled frame for the 24fps). Thanks for the help everyone.
