Blown out shots, or exposure

How do you get that effect where when you are shooting dv footage, and it looks like the exposures been adjusted? kinda like when ur watching real film footage of traffic overhead at night and when the exposure's been adjusted the speed of the footage and lighting change real quick.

If any tips are availible or someone has the answer in this forum already, please guide me. THANKS GUYS and GALS.

Hmm i think you're referring to timelapse photography? Basically it means just leaving the camera on for a long period of time, then speeding it up alot later on the computer

You can actually adjust the iris/focus while recording. If that doesn't get you what you want, most NLE's have transitions such as Dip to White or something like that where the image gets real bright all the sudden.

What you are describing sounds like a film effect called Flash frames - when the camera is running down (as in going from 25fps to 0) there is a change in exposure and speed of film capture - if you take a film camera and run it slower (say 150 fps) the effect is very pronounced as the film takes a lot longer to wind down - This effect is also possible with an additional system which allows the operator to manually control the film speed using a dial - ramping down from 25 to 0 over three seconds will cause an increase in speed and the image will overexpose.

in video this would have to be a post effect as there is no way to adjust the footage. I suggest using a time ramp in your editing package where you want the effect whilst using either you levels control to "ramp" your exposure at the same time - keyframe the change in brightness as the footage speeds up.
