Blink Effect in Final Cut in Premiere?

I was wondering if the Blink effect that is in final cut is in Premiere? This effect is used in many music videos. With this effect u can place one video over another in the timeline and it will quickly transition between both clips to the tempo of a song. If its not in Premiere, can somebody tell me how this can be achieved manually?
 
The effect isn't just quick cuts but instead two clips overlappin each other with a quick flicker constantly between them
 
Easy, you just chop the footage up into frames and overlay it over the bottom clip according to the timing you're trying to do. It also looks like there was a really quick fade in/out over the top clip so just keyframe Opacity to taste.
