Black Lights

I'm about to shoot a movie and I'd like to use black light tubes as much as I can. I'm using highlighters to create UV "tattoos." Do these emit light that will light an actor? Can I set up random white papers on the wall to emit more light?

Forgive my ignorance, but is there anything I need to make sure of before I go through with this?
