Bitrate settings for optimal streaming

Hi all,

I export my video projects for the web out of FCE as quicktime and then convert that file into a flash video file via Adobe Media Encoder. Can some one tell me what the best bitrate settings are for getting the info to stream ahead of the play head while still maintaining a good quality video file? I'm not sure I understand the difference between 'target bitrate' and 'maximum bitrate'.
