Binoculars/rifle scope?

[New_Zealand]

Is there anywhere in Vegas Pro 11 or 12 where you can make a shot look like someone is looking through a pair of binoculars or a rifle scope or would I need to get a software to do that? Thanks

Sure. You do it with a black (or whatever color you want) solid color card and the Cookie Cutter (two instances), or the circle mask in Pan/Crop.

Attached is a V12 file.
