best way to letterbox 4:3

i am editing a feature on fcp. the footage was shot in 4:3 but was framed to be letterboxed. i am done with my picture edit and want to now letterbox it for 16:9. i would love the option of being able to shift individual shots up or down to reframe them within the confines of the new letterbox framing. what is the best way to go about doing this. i would appreciate any specifics, because if the answer is something like create a matte in photoshop or something, then i dont know how to go about doing that. thank you.

Add a slug to the top layer. Add the mask shape filter to the slug. Open the slug in the viewer. Go to the filters control. Select invert. Set Horizontal to 100, Vertical to around 75, or whatever ratio looks good to you. You can now move the clips around underneath the slug and maintain the ratio.
