Best version For me ?

Im buying a DVX and have a HP 1.3 Ghz processor/512 ram Laptop.

I would like to know what version would be the best for me to start off with. Ive only had limited experience editing.

You have a DVX, so you're going to want 24p. So that means the full version of Vegas, not Vegas Music Studio or Sony Screenblast.

If you're going to start with any version of Vegas, no reason not to go with the newest, version 7. The fundamentals are identical on all of them.
 
That's the beauty of Vegas -- it'll run on just about anything. Slower machines will simply have less real-time playback and longer renders.

As for prices, I don't really follow who's got what deal going on. Recently, people were talking up Videoguys and NewEgg.
