What are some of the criterias or things people look when a film was chosen to be best picture?

I'm sure it varies from festival to festival, but on a more general scale - you can get some information on Academy Award judging criteria here.

Thanks! I like to know what it is they're looking for so I have some idea of what is consider good and not good.

What the Academy votes for in any given year should not determine your idea of what you find good, or not good.

There are influences on the voting that have zero to do with whether the film in question was "really good" or not.

Trust your own instincts.

True, because some of the best picture films, IMHO, are not that great. Thus, I'm curious why they were nominated as best picture films. Does it has anything to do with picture quality, visual effects, story etc.?

It often seems to be a drama that 'doesn't offend'

Hardly any of the best picture winners will ever appear in People's or critic's top 100s
