I would normally say the the best NLE for you depends on your workflow, but seeing as you're shooting on MiniDV, that's not really a problem. IMHO, anyone you ask in this case is going to tell you that the "best" NLE is their favorite one. Personally, I'm partial to Sony Vegas. What I would recommend is to download the trial versions of all the different PC NLEs, such as Premiere, Vegas, Edius, and even Avid, and find out which one you feel the most comfortable using.
EDIT: Don't forget to look for features you'll need, too!
I would say it depends on your goals and your budget.
Avid and FCP are the real pro market NLEs. Avid is mac/pc so it would be a time tested PRO NLE on the pc platform. It is my personal favorite, but at 2500.00 it could be cost prohibitive if you plan to make a feature on a limited budget.
I don't know what your background and experience is, and I don't know if this is your first feature or a film that you are really trying to get to market. If your goal is the later I would say Avid is the safest bet. It will be invaluable if your film gets bought and you have to send audio out for sweetening or conform your film on other industry standard tools.
If you are not worried about having multiple houses work on your feature and you believe that it will stay completely in house then I would say it is hard to beat the value of Adobes CS4. For the same cost of Media Composer you could get After effects, Premiere, Encore DVD burning, Soundbooth audio, On Location, Photoshop and a host of other apps that are alluding me right now. I am not suggesting that Avid does not also ship with DVD and EFX/Motion Graphic apps. I am simply pointing out that there is a wider community to learn AE from then Boris/AvidFX.
I would say Avid is the most respected PC NLE and learning Avid is a skill set that is always good to have. CS4 is a great value for the money and in my opinion is easier to learn.
Thanks for the information. This is going to be my first and possibly only feature. I'll look into Avid and CS4, but if those are out of the question I'll end up going with something under $1000. So far, from my general experience, it looks like Vegas comes most highly recommended.
Sony Vegas can do just about anything you want it to do. And, there is plenty of free plugins and training available. Go to www.vasst.com to check out the resources available.
