Best MPEG software/practices

Hi !

I'm working at the editing room of an ad agency, and the main compression format used to circulate videos to clients is MPEG-1.
The alleged reason for this choice is that the clients' machines aren't always up-to-date with video players, codecs; and that MPEG is a reliable compression given those limitations, and is cross-platform.

We use Apple's Compressor 1.2.1 (I know, we aren't that much updated ourselves :) , but it seems limited in some ways (and I love the FCP Suite, and think Compressor is very powerful):

-1- There isn't an option to export MPEG in 720x480, only 360x240.
I found a workaround, that is to open the compressed .mpeg video in quicktime, change the window setting to 'double size', save it. And last, change the saved file from .mov back to .mpeg. But that isn't a solution when it comes to quality, just a quick fix; it is still a blown up image, obviously. I wanted to export it to 720x480...any other ideas?

-2- We have received some .MPEG that are amazing in quality and very small in file size. For example:
an HD looking, 1920x1080, 30 seconds, with 55 MB...HOW?!

If anyone has ideas, recommendations, suggestions, solutions, about softwares to try, practices to use, or any other thing, I'll be very pleased to hear them.

I'd like to point out that, I'm fairly familiar with compressions' settings, only MPEG-1 isn't one that I used to use much since I never had to bother with clients' limitations to this extension. Also that, at the moment we have this version of Compressor and Cleaner 6, I expect an update to newer versions of the FCP Suite sometime, but if anyone would suggest getting another software, please do, and I'll try to get it.

Thanks a lot !!
Thomas
