It has to do with the gamma curve. There is a plug-in with this batch called Stib's Film curves that can get you the look you want.

A quick and dirty way to do it is open a color correction utility - color, color corrector 3-way, AE...etc.
Boost the luminance in the Highlights (adjust to taste - it will start to clip your highlights, losing detail). Lower the Luminance in the shadows (adjust to taste - it will crush your shadows, losing detail). Lower the saturation and adjust color balance for the stylized look you are after - probably blue for that cool-contrastyness.
