Best format to offer for download

What is the best format to offer for video downloads? We currently offer our videos for sale on DVD. However, we do a low enough volume that they are all DVD-R and we don't want to burn the DVDs anymore. So, we are going to offer the video for instant download. Most of the clients will want to put the footage on a DVD of their own, but some will just leave it for PC viewing. Our original footage is shot and editied in HD (originall captured via On Location from an HVX200). The download only needs to be SD.

So, given the above, what would you offer as the download format?
 
A download that they can put on their own DVD is going to be difficult unless it's an actual DVD image they can burn directly. Which could be one of your options, an ISO version for simplicity. Video downloads should be encoded with some mpeg4 variant; h.264, DivX, Xvid, something like that.
 
I would suggest flash Streaming Video so that your user doesn't have to download anything.

Think about the end user whenever you're encoding video.
