Best Editing PC For $500

Alright I am looking for a desktop PC that could handle nothing but editing 720 60p HD footy with out an internet browser or anything. Just editing programs like Vegas, After Effects, Neoscene, etc. Im talking just the computer (monitor and keyboard are worth bonus points) I'm editing HMC150 footage so I have the conversion and such sorted out already. I'm really not interested in a Mac, unless for some reason I can be persuaded.

I know this is an out there and really vague question but thanks for bothering.

I would consider 3.20 Ghz as a minimal processor, especially with effects. I know this is slightly more than $500 but you can buy all the bells and whistles as far as cameras and software, and they will all be useless if you can't edit them on a timely basis (if at all). I previously had a 2.66 Ghz dell and it struggled with the HMC150 footage. Neoscene will certainly help.
