Best Down convert process for Broadcast

I know this topic has probably been beat to death but i need to address it again. I finally have my first commercial built in HD and now must deliver to local media in 720x480 SD format.

This will be delivered in QT file via FTP transfer and not off to tape. What is the best way to compress and keep my projects resolution?

Thanks for any advice.
 
Really depends on what the deliverable is supposed to be- are they expecting a tape or a file? And are you supposed to send them something ready to air or ready to be graded? And what were the source footage and editing formats?

they expext a file ready for air - i have been sending them a h264 qt 720x480 on all my past sd tv ads . now i have my 1080 hd project and ready to export to 720x480 sd didnt know if i should use format better than h 2.64?
 
i have Episode Pro - i am resizing with QT conversion off FCP timeline with ProRes422hq codec maintain aspect using letterbox dropping in Episode mpeg 2 7bit and it looks like it holds pretty good to me
