Best app to select part of video

[Doug_EX]

Sorry if my title was not super clear (english is a second language).
A good client of mine want me to do training videos for their company. The thing is, they want to be able to tap on screen for a specific task to be able to go to a specific part of the video sort of like youtube able to do or even a DVD. Of course, they don't want a youtube link or a DVD. Is this even possible without a app costing a arm and a leg?

If you make all of the places they want to jump to as small sections, they you could make a playlist for all the sections and jump around as need. Might be a better way to do this, but it will work as a play list.

Ok. With what app you would do this?

Finally, because the client already works with pdf files, I will use the link feature in Acrobat to add video files to the pdf. I tested it and it works great.

Thanks!

Mediazella would have worked for you too.

You could use overlays on HTML5 video.
It's a lot of programming though and I don't know of any libraries.
