Beginners Questions on Premiere Pro

Hello all, I am new to this site and new to Premiere Pro. I've got some questions here:
Any recommendations as to what the best starting version of Premiere Pro would be? I use Premiere Elements now but that doesn't seem to offer up what Pro can accomplish.
How much will a good, basic Pro software package cost?
Is this the best thing for DVX100A 24p editing?

get the newest version. the earlier versions all have problems fixed in later versions (as is true with all software). Check out your options at www.adobe.com. if you can afford a production suite then go for it, but otherwise go standalone. As far as the best thing? If you are familiar with the interface then it probably is. Might want to get the free trial from adobe and the free vegas trial and the edius trial and see what you like for the next 30 days.
 
Hi:
I shot a short in squeeze mode 24p DVX100B. I recently read that I have to capture the footage in 29.97 rather than 23.97. I am using Premiere Pro 2.0. What about when I want to save the finished project. Is there something I have to do for it to export to DVD as 24p?
