You could export each frame as a tiff and photoshop them all. that way you could control your slo-mo also when you re-imported them. There is a thread on here somewhere about glamour retouching. Very time consuming.

For any kind of highend work like this the source has to be very high quality, 35mm Film or as Patryk said HIGH END HD. It takes alot of time and work, I don't think you can do this kind of work on DV or HDV formats, maybe DVCpro HD. you can get it kind of close but the information isnt there.
